Comments and concerns from the community related to the 2nd plan. Many requested clarifications from the 1st plan were overlooked in the second.
The Loma Prieta chapter of the Sierra Club raised concerns about eliminating the Final Westport Specific Plan and that, "Unfortunately, an EIR (environmental impact report) for this project cannot properly assess the human health and environmental risks from siting this Life Sciences R&D industrial project in an area with high liquefaction potential and in a FEMA flood zone, on an unlined landfill that is adjacent to residences, and community facilities. This is a shortcoming of the CEQA process. "
Developers often start with very big plans on purpose. This is called "anchoring." In negotiation theory, anchoring refers to setting an initial position that "anchors" the range of possible outcomes, even if that initial position is somewhat extreme.
In essence, they ask for more than they really want. Then, when they make the plan smaller, people feel better about saying yes. This happens a lot in California.
Developers do this to: Give room for cutting back and See what people and cities will accept
For example, the East Palo Alto shoreline Ravenswood Business District was first proposed at 4.4 million square feet and recently, after 4 years of negotiations, reduced back to 3.3 million square feet, a reduction of about 27%
In California, reductions between 20% to 35% are common.
The final result of the Plan Redwood Life Process

Alternative 1 removes 1 building, alternative 2 removes 2 buildings

As you can see, alternate plans 1 and 2 are only 7.4% and 13.78% smaller than the original proposed plan.
A 13.78 percent reduction is far under the standard 20 to 35% reduction.
Raimi and Associates were contracted by the City of Redwood City to lead the sensitivity analysis. This is the contract between Raimi and the city that defines timelines, deliverables, and process.
